Damaged returned item after claim.

I had a claim against me and Paypal supported the buyer.  However, the goods were returned damaged and missing parts.  My understanding is that they should have been returned in original condition.  I documented opening the postal package through date/time photos, got an independent evaluator to verify photos.  Paypal still ruled in buyer's favour. But, they paid the refund and I retained the damaged goods.  The seller has paid nothing (full refund) and was able to keep parts of a vintage item, that can easily to sold - for his profit.  Where do I go from here.  Is this fraud/theft. etc.

You can appeal as buyer abuse which may or may not get your money back but will put buyer on PayPal’s radar. Or try to resell the parts to mitigate your loss. These payment processors expect you to keep on selling and hopefully have more successful sales than unsuccessful ones. There’s always some level of loss in business or problem with a transaction here and there. Write off your losses/refunds in your tax return if eligible. Consult your tax professional.
