Permanently limited account as soon as I signed up for the first time

PayPal support hasn’t been any help. I made an account for the first time, put my bank details in and it brought up that I have limitations so it asked for photo id. I provided my drivers license and then within literally a couple of seconds it says ‘after a thorough review’ we’re permanently limiting your account and cannot make another one with these details. Any way I can get this fixed because there has to have been a mistake?
