Please, What Does, "Identify Third-Party Agent," Mean?

For weeks I've uploaded so much ID to PayPal's website, always following instructions perfectly according the the instructions I've been given.  Every single time, I receive an automatically generated email that says I need to complete the, "Identify Third-Party Agent" section which can be found if I click on the "Notifications" bell on the website.  Every time I've clicked on that bell, it's been empty.

 

PayPal keeps steering me to information I need to guide me give them what they want, but that information simply isn't there.  After weeks of unnecessary frustration, not one person has been able to help me out.  Can anyone here tell me what PayPal is requesting with the, "Identify Third-Party Agent," tool (that doesn't exist)?  This is the only clue I've got.

Please, PayPal staff, I've been misguided for weeks by being told to go to an, "Identify Third-Party Agent" section on your website that doesn't exist where the email instructs me to go.  Can you or anyone please tell me what that is?

Here are a couple of partial screen shots with no identities shown to show you my issue.

 

  • Pic 1:  The email points me to a Notification with detailed instructions.
  • Pic 2:  Those instructions don't exist.

I have to believe that this isn't done on purpose and that this is a procedural oversight.  The bottom line though, is that I need to know what PayPal's security team is requiring of me.

Summary of my issue:

 

  • PayPal limits account
  • Security team always withholds detailed instructions that they constantly state in their emails they will provide
  • Process is so impossible that the entire team of trained professionals at PayPal are completely unable to assist
  • I call and the phone hangs up automatically each time
  • I ask the via Message Center and they cannot help
  • I try to email the security team but they don't respond to emails
  • I send messages to the security team attached to my document uploads and they ignore my messages
  • I ask the PayPal Community forum and nobody from PayPal ever responds

PayPal, this is a five-minute fix. Shame on you all for operating so poorly. I need my account and it's on you that it is currently limited.

This is harassment by any legal definition and to all eight of your below who keep ignoring me, if you don't help me, you're personally liable for your actions or lack of:

PLEASE ANSWER MY QUESTION REGARDING MY ACCOUNT LIMITATION.  WHY IS PAYPAL CONSTANTLY MISINFORMING ME AND IGNORING ME AT EVERY LEVEL, EVERYWHERE I TURN?  YOU'RE VIOLATING YOUR OWN USER AGREEMENT BY NOT PROVIDING ME THE INFORMATION I NEED TO REMOVE THE LIMITATIONS FROM MY ACCOUNT, WHAT'S WRONG WITH YOU ALL?  PLEASE GIVE ME AN ANSWER!!!!!!!!!!!

 

Your PayPal User Agreement states the following:

 

  • You will be reasonable (YOU'RE NOT!!!)
  • You will provide me with the information I need to unlock my account (YOU'RE NOT!!!)

Just forward me the info I need to lift my account limitation, it'll take you a couple of minutes, I've never created an issue for PayPal or a PayPal customer ever in my life, what are you so bent on violating your own rules and committing so much harassment against me? Yes, what you're doing is illegal; just do the right thing and help me out.

 

None of the star contributors here can help me with this, PayPal, only you can.  Please take the minutes required to answer a simple question.

Did you ever get this resovled? I am currently experiencing the same issue - and am unable to "update" the part where it says "identify third-party agents". My account has been locked for over a month now

Did you get an answer to this? I am being asked for DPC and Identify Third Party Agent but no one can tell me what those things are. I have the same issue with no notifications.

I was given an alternate place to upload documents for these things, but still no guidance on what these documents need to be. Its been almost 2 months and I haven't been able to resolve this.
