Paypal incorrectly refunded a transaction. How do I get them to resend the payment?

Hello,

I bought an item from an Australian website but apparently when I paid using Paypal, their Paypal was registered in HongKong and as a result I was charged international transaction fee.I disputed this fee to Paypal but now somehow Paypal thinks I am being charged twice (duplicate payment) and is refunding me the whole amount.

 

I am unable to reopen a case on the transaction itself nor can I open a case on the refund. Now I'm lost as to what to do to get Paypal to return the payment to the seller's website and simply refund me the international transaction fee.

 

Please help?

Welcome to the PayPal Community! I'm sorry to hear a recent transactions isn't going quite as you had expected. Since you're unable to open a dispute on a refund or a fee, it sounds like you may have opened a dispute on the entire transaction. However, normally you wouldn't see an extra on PayPal's side for making an international purchase unless there was a currency conversion involved. With that in mind, I would recommend reaching out to our Customer Support teams to dive a little deeper into the Transaction's Details to see what's going on.
