Hello, I bought an item from an Australian website but apparently when I paid using Paypal, their Paypal was registered in HongKong and as a result I was charged international transaction fee.I disputed this fee to Paypal but now somehow Paypal thinks I am being charged twice (duplicate payment) and is refunding me the whole amount. I am unable to reopen a case on the transaction itself nor can I open a case on the refund. Now I'm lost as to what to do to get Paypal to return the payment to the seller's website and simply refund me the international transaction fee. Please help?
