Money transfer

Recently I had to report transactions that were not made by me I did get my money refunded but now my account is saying that I cannot access these funds but can I transfer them to someone else's account

I understand your concern about not having access to your PayPal balance. Have you verified your PayPal account? If not, please verify your PayPal account to access your balance. You can verify your PayPal account by adding and confirming bank account. Also check your notification tab for any pending actions. 

If you have already verified your account and the issue persists, please feel free to reach PayPal Support team to get this checked further.
