If the account stated that it was "permanently limited", can I still retrieve the account? What's the best thing to do? I know I didn't violate any policy. My account was just hacked. Appreciate your help.

Hello @Temp20230609 and @Eric-1555,
Welcome to PayPal Community Forum and thank you for posting!
I'm sorry to hear that your account has been hacked and has been limited. Handling limitations can be quite concerning. Before a permanent limitation is placed, many factors are reviewed. For this reason, the decision cannot typically be reversed. However, you can ask for a second review. You can contact Customer Support by clicking 'Contact' at the bottom of any PayPal page. Support is also available if you send a DM to @AskPayPal on Twitter or a PM to Facebook.
Regards,
Ayesha
