Paypal requested that I provide a police report or report from an official government agency and upload to the dispute page, which I've done. Can the fraudulent seller view this document? It's loaded with my personal info such as address, name, phone number....

I truly understand your concern about uploading the requested documents in the resolution center of your PayPal account. To validate the information submitted by you in the dispute process, PayPal may ask you to provide receipts, third-party evaluations, police reports or other documents. PayPal keeps all your information secure and any document uploaded through PayPal system is safe and cannot by viewed by the seller. To learn more, visit our Security page.
