Sold a package using PayPal and it's tracking. The buyer received the package then I received my money. Few months later buyer files claim with PayPal and his bank. Paypal took the money the buyer owed me from my account and gave it back to him. I somehow lost the claim even though I have proof the buyer received the package, and even uploaded conversations we had from facebook marketplace about the package. The buyer also refuses to respond to my emails and messages here on paypal. Paypal has been no help with it's customer service and said that the buyers bank gets to make the final decision, and they can't do anything about it. Finally, paypal said to file a police report.... which is ridiculous. Any help???

The chargeback process is external to the PayPal system. The buyer's credit card issuer grants its members specific consumer protection which PayPal has no authority to replace or reduce. If a PayPal user initiates a chargeback with their credit card company Paypal have no way of stopping the claim.
Advice is voluntary.
