As was recommended after first claim was rejected. I submitted an additional submission to l claim appeal on Nov 10th and heard nothing as yet. Subsequent to that submission I received a notice form Paypal advising of "Unusual Activity" so I had to change my password. The whole point here is that my original claim was that I never ordered the item, vegetable peeler, in the first place. The vendor was Giske Trading Company and the shipping agent identifies as [removed] If you google these names there are abundant complaints about their shoddy practices, which paypal appears to be turning a blind eye to. I suggest that customer service at Paypal review these entities and their business relationships as many on this forum and many others have had serious issues. These appear to be Chinese scammers who use the Paypal platform to **bleep** Paypal retail members. What is Paypal going to do to protect their retail customers?

Chinese Web Sites or on Social Media ads easy to spot (once you know the below signs) so buyer beware.
Paypal would not be able to check every individual seller / merchant / company in over 200 countries worldwide that adds paypal to their website to accept payments.
So they give some buyer and some seller protection. However that protection can never be a 100% coverall so you need to read it so you can risk assess your transactions.
They do stop bad companies from using Paypal when enough claims start rolling in.
However as they are in China (mostly) then its easy for them to just start over with a new name, so stopping them does not really do anything.
The best thing is to not buy from them in the first place, to recognise them -
1. No return address on the returns policy. The site will look as if its in your country (where they despatch goods from) but they will ask for returns to go back to China (returns depot) at a shipping cost often more than the item is worth.
2. No contact telephone number. if you click on contact the most you will get is webmail or an email address.
3. Rarely company address information.
4. Great pictures of items at bargain prices that turn out to be tat.
5. Fake reviews.
6. Google and you can often see previous company names as they change them once enough claims roll in and Paypal stop them using their services and start over.
7. Send fake tracking numbers to win item non receipt of item claims.
Advice is voluntary.
Kudos / Solution appreciated.

Don't disagree with your advice but my point is that I never ordered the item in the first place but somehow my information was compromised. The fact that subsequently I received an email from Paypal stating they noticed "Unusual Activity" confirms that something was going on. I have since changed my password. By the way, there are many complaints about the vendor and the shipping agent. But I did notice the same damn peeler being offered under different names.

I accidentally placed an order for drawer organizers with this scam company. I immediately responded to confirmation email stating that I did not want the product and had ordered it accidentally. Despite the fact that their website states they have 24 hour customer service, they did not respond to my email until several hours later at which time they said it was too late, item had been shipped. They also charged more than the amount saying that I ordered shipping insurance. I’ve escalated a claim with PayPal and received email saying the company would accept my return but would not cover return shipping.
I’m so frustrated and disgusted with this whole situation after over 20 emails between this sham company and myself! You would think that PayPal would investigate after so many complaints with them, but at this point, by all the complaints I’ve read, it looks like PayPal is not in the least bit interested in

In the event of a dispute you choose your seller and not Paypal so you need to bear in mind possible return trackable costs before you go ahead and buy from that seller / country.
Paypal state this >>
IMPORTANT: You may be required to return the item to the seller or other party we specify as part of the settlement of your claim. PayPal Buyer Protection does not entitle you to reimbursement for the return shipping costs that you may incur.
Although they will compensate you for some of the cost if you have activated this at some point before you made that transaction.

You also have the option to do a chargeback via your card issuer instead of a Paypal dispute if you funded your Paypal payment via a credit card.

I accidentally hit the order button and it quickly went downhill from there. I still think PayPal should do more to prevent this as there seems to be quite a few complaints regarding this Giske Technology Company. PayPal can see the amount of time between my accidentally ordering item, my immediate response asking to cancel and the time it took for their “ 24 hour “ customer care department to acknowledge my cancellation request. Just as Giske has the resources to change the name of their trading company, PayPal has the resources and the responsibility to track and stop transactions from going through with these sham companies. As I said, I accidentally ordered, and the reason why I wasn’t going to order was because I could see that something just wasn’t right with the company. At this point I, along with others it seems, don’t see PayPal taking much of an interest in rectifying this problem with said company. I think they should be doing more to protect their users. If PayPal doesn’t get this sham company to give me a full refund, including return shipping, I will open a complaint with my credit card company. I will be contacting FTC and my attorney general’s office.

I wonder what the number of complaints coming in it takes before PayPal will step in to stop these bad companies. Thank you for your information.
