Steam account and eligibility for Buyer Protection

Hello,


First time poster but long-time user of Ebay and PayPal. The story is quite long, so I'll aim to keep it succinct.

 

- I purchased a Steam Account (account with access to computer games) from Ebay

- As well as several games, the account had several high value cosmetic items associated with one game in particular

- Prior to purchasing, I asked the seller over Ebay messenger as to whether the account was in good standing in respect of the above game i.e. had not been banned, which would mean that the cosmetic items were locked to the account and could not be traded (i.e. would not have high intrinsic value)

- The seller confirmed the account was indeed in good standing

- Upon delivery and gaining access to the account, it transpired the account was not in good standing, it had been banned  and the items were locked to the account

 

The net result of the above is that the fraudulent misrepresentations of the seller over Ebay messenger caused me to purchase an item I would not have purchased otherwise. I have provided evidence to PayPal but the dispute failed as the item is not covered by buyer protection. I can't see why this is the case based on the criteria on PayPal's description of Buyer Protection.

 

I've also since learned that the seller is a frequent scammer on Ebay and other people who have fallen victim to his scam had reported the listing prior to it completing.

Shame you didn't open an Ebay dispute first as you may have had more luck.

For an item received but not as described dispute the item has to be ''significantly'' other than as described, so as you bought a Steam account and received a Steam account then you would not be covered as Paypal does not get involved in 'quality' issues.

If you funded your paypal payment via a credit card maybe you could try a chargeback?

I actually opener an ebay dispute simultaneously and it was closed in light of the PayPal dispute. Does that mean I'm unable to bring an Ebay dispute now as a follow up?

Failing that I'm going to have to try my credit card issuer. Sadly, part of the transaction was funded by PayPal balance, so presumably I will lose that.

It's a real shame as I've never had any issues before. Certainly devalues the PayPal proposition for me.

You can't have 2 disputes open at the same time as Ebay and Paypal are 2 separate companies.

Really your best bet would have been to open an Ebay one first and if that failed you had the back up of a Paypal one. 

However no company (even credit cards) give you 100% protection so best to read up on it and risk assess your purchases.
