Does USPS tracking status "pre-shipping" disqualify a Purchase Protection claim?

I have a purchase from over a month 1.5 months ago that my USPS account says there has only been "Pre-Shipping", states as meaning the shipping label was printed but the item was not received by USPS. I've sent the vender emails without any response, but I have successfully made contact once by phone to be told the issue would be corrected. That was a couple weeks ago. I will try again by phone, but am considering filing a claim with PayPal for not receiving the purchased item. I read that I may be ineligible for the claim given the criteria list the vender can prove. For me it comes done to what PayPal accepts from a vender as proof of shipping. PayPal provided data is from the vender, In my case "shipping status" is "transferred", which I can not find a definition for in the PayPal website to know what transferred means. USPS say only a label was made, which is proof of all shipping criteria listed to disqualify my claim, except possibly the shipping proof. I argue USPS Pre-Shipping status is not proof of a shipped item. Any insights from experience on the "no receipt of purchase" claim process are appreciated.

Sorry to hear the issue with your purchase. Our purchase protection policy covers the payment and helps you to get refund if certain requirements are met. You can report the payment in the resolution center for non receipt of the item. Steps to open dispute and the information about dispute process can be found here.
The shipping status should shows as delivered for PayPal to decide the outcome. Once you open the dispute, please escalate it, PayPal will start the investigation and decide the outcome.
