Buyer didn’t pay the full amount

I saw a Craigslist ad in my city for money to shave my head. First red flag should have been that they were only here for a week and they went back home out of the country.

We agreed on a price, date, and I asked for them to cover the shipping costs. Buyer said set up a date and gave me clear instructions. I asked for half payment right before the shave, then second half after my hair is received.

I assumed that $275 would be given to me, for a total of $550. But the conversion and the seller fee brought me down to $190. I shipped my hair and I requested more for the second payment to make up the difference and added $42 for shipping. Buyer is saying they will not pay me more.

I understand the PayPal seller fee cannot be circumvented. The buyer said the seller is always responsible for shipping fees, although whenever I’ve sold, the buyer has always paid me for shipping so I am unsatisfied with this callous answer when I even asked that they cover my shipping fees. I am losing out on $170 USD alone without the seller fee and shipping and that is an amount I personally cannot turn a blind eye on as a student that cannot work. The buyer is refusing to meet me in the middle.

Since I paid a seller fee, what kind of protection can PayPal offer me in this instance? What are the steps and is this a viable case? Has anyone been in this situation before?

Please and thank you for your help.

You can't force someone to pay you, normally you don't send anything until full payment is made.

So your only option is to not send anything else as they won't pay you anymore.
