Buyer want refund but we shipped package.

Hello I'm seller on PayPal since 2020.i have sell a product recently to customer from Spain. He purchased a dental kit. We have shipped his product from here on time. When it reach Madrid Spain. The custom agency contact the customer and ask him to provide the import license. He haven't import license. He didn't provide them. The ups return started to return shipment to us. The custom start a dispute on PayPal he want me to refund money. But it's not our mistake. We already pay shipping and now for return also and product cost also. Anyone please help me.

That's the risk of international selling unfortunately.

If the buyer opens a dispute for non receipt of item then to win you would have to provide trackable proof of delivery of the item to the buyer.
