I was refunded a sum of money from a seller, and I ONLY entered my card number(through paypal), no bank number.
*USUALLY, Once refunded (anywhere else) you would see transactions on hold (Purchases/Refunds).
The questions is: I was refunded, how come checking my online statement, it doesnt show my refund on transactions "pending/on hold", or is it added already to my balance (naturally on a credit/debit card it has to be held for a couple of days) but again, nothing is showing and its been 5 hours since the refund.
Any Ideas?

TomC - I can see that you're passionate about this, and I definitely respect that. I'll try to make sure I respond to all of the points you brought up.
I'm sorry to hear about the mix-up when you used the send money feature, and relieved to hear that the recipient you accidentally paid sent the funds back. People are basically good, and it's nice to see evidence of that. I'm also glad that you were able to identify the cause so you can avoid it in the future. I understand the inconvenience of having to wait to get a hold of your refunded payment, and I assure you that funds for a refunded transaction are released as soon as they reach PayPal.
I'm sorry to hear that your friend encountered the inconvenience of an IRS audit. PayPal complies completely with government regulations regarding reporting. If you have other questions for the community regarding IRS reporting, you might want to look through the Reporting and Tracking forum. I want to make sure this thread stays on its original topic.

I'm happy to see you think that "people are basically good."
But obviously paypal doesn't beleive that or they would have these long holds on accounts - when they are holding OTHER PEOPLE'S money.
Or maybe paypal thinks people are good - good SUCKERS that is to let paypal fleece their accounts and keep the money as long as they want!

As far as reporting to the IRS - when I signed on to this account it said "Like a good friend - we can keep a secret - we won't share your information with the other posters here."
But "like a good friend" they share it with the IRS?
With friends like that - I don't need enemies!
The government is always asking businesses to give up information - but most businesses make SOME effort to keep their information confidential, but at the first HINT form the government, paypal rolls over and turns over all its info.
When the heck did I agree to that?
And the IRS is hounding and ABUSING these people - meanwhile paypal is laughing all the way to the bank!
Well, they don't even have to GO to the bank - they take the money out of MY bank account and have a death grip on it - like Scrooge holding onto Tiny Tim's last penny!

Hmmm... Day THREE and my funds are still on hold.
Gee, I think they've cleared the ACH system by now, that excuse has left the barn.
So, I have no money, as a matter of fact, if all the checks I have out there came in today I'd be overdrawn. So I can't buy gas for my car, or go out to eat.
I can't even go to the grocery store!
Well, I'll just have to be patient. Let's see, I have a can of vegetable soup and half a box of saltines here in my kitchen cabinet, maybe I'll make lunch.
Then what to do while I wait for my money?
I know - I'll write a letter and send it to the 50 state attorneys general! I'll bet one of them is looking for a good case. And the states are hurting, even with Paypal's dozens or hundreds of lawyers, I'll guess they could force some legal scrutiny here.
Here's my first draft - I need to punch it up a bit, write an intro 'graph, attach examples, but what do you think?

1. Paypal handles millions, if not billions of financial transaction a year. There are over __ million people whose money is handled by Paypal. Paypal has branched into consumer loans, the money market and other financial activities, however, has escaped the scrutiny that banks and investment firms are subject to.
2. Ebay, which owns Paypal, has created policies that make it much more inconvenient to use alternative services, and so have, in effect, made it difficult to use any other service - and so have eliminated most competitive services. They have used this to force unfair policies and requirements on their users.
3. Paypal has a very complicated system of customer "policies" that they use to self-justify these practices. They are constantly changing, are incomprehensible to most customers, and are used to brush off customer complaints.
4. Paypal software is prone to permitting customers to make erroneous entries. Paypal benefits from these customer errors. Based o Paypal’s sophistication of software development, it6 would be hard to imagine that these problems are not well-known by Paypal.
5. Paypal has gradually been increasing their "held funds" policies, where they collect funds from the payer, and hold them for days or weeks before releasing them to the recipient.
6. Paypal delivers over 3 billion in revenue a year using tactics such as these, and so can afford to pay a settlement in the hundreds of millions of dollars. I think that these abuses pale in comparison to the recent Bank of America suit that was settled by BOA for $410 million dollars. I think you can see that this could be a significant legal case for your state.
Paypal receives dozens, if not hundreds, of complaints from it’s customers every day about these abusive policies. I’ve attached several of the more egregious ones I have found, people have been unable to pay rent, or found themselves in severe straits due to these arbitrary and questionable tactics.
The company has been subject to many investigations, and spends a fair amount of energy deflecting attempts to reign it in. However, as these policies expand and the abuses grow, I think you can see that, in the aggregate, they demand continued scrutiny, examination - and very possibly strong correction.
I would hope you would consider contacting other attorneys general who might have concerns about how this organization does business, and work together to assure that the consumers in your state are protected from unethical or abusive merchant practices.

Hello!
I am a seller and have used the Paypal refund function to refund monies (status=completed) to a seller who does not have a Paypal account (and indicated that they do not want to set one up.)
Am I correct that the refunded amount was credited back to their payment account of choice, and that they do not need to have a Paypal account to gain access to their now returned monies?
Also, how long will it take for them to be able to see this return on their payment account of choice?

Welcome to the forums, spritecreations!
In the situation you describe, the refund would go back to the card used. It can take anywhere from a couple of days to a full billing cycle for the credit card company to update the information for their statement.
