When a customer from Mexico, not a PayPal member, tries to pay with a credit card, there is a message at the top of the page that says, "You can't sign up for this offer right now because it doesn't meet the eligibility criteria." This occurs before any information has been entered. If he does enter the information in, he gets the message, "Introduzca un número diferente de tarjeta de crédito," meaning, he tells me, "You cannot use the introduced credit card for this payment. Introduce a different number of credit card." Another oddity of the page is that the words "1 mes" (1 month) appear under Visa, Mastercard, etc. It seems like a bug.
I see the same problem when I select some countries (e.g., UK), but not others (e.g., Canada). I've been using PayPal for years but never had this problem. It just cropped up today.
