Payout is not sending to personal accounts(Sandbox)

I am in the late stages of a project, where this PayPal integration will be one of the main ways of money coming in and going out.

It is now configured to take money when a sandbox account makes a purchase, but when trying to issue a payout i cannot get it to work for a personal account.

I get an Authentication_failure, which i understand is something to do with my API credentials, which i have checked, and double checked. I'm wondering if there is any suggestions? I have attached an image of my code.

EDIT:

Seems the issue only occurs for Personal accounts, it works fine with Premium. I would appreciate any help.
