Whom do I contact about the supposed "4% Rewards" offer they never applied after I hit "activate"?

PayPal Cashback Mastercard sent an email on Nov 16th offering 4% Rewards until Dec. 20th if I hit "Activate Offer," which I did. After waiting the prescribed 24 hours, I purposely paid a large bill with the card that I'd postponed till I assumed the offer was activated. Yesterday I received the same emil offer again advising me not to wait and hurry and activate the offer —which I did again and again landed on a page saying "congratulations you've activated your offer" or some such—but when I look at transactions since Nov. 16th, they're all "2%" or "3%" as usual. WHOM DO I CONTACT ABOUT THIS? The phone call gives limited options only having to do with disputes with sellers/buyers. Has anybody else had an issue with this offer, was it just a phishing scam or what?

Yes I did land on that same web page that implied the offer was activated but I never received an email either time.

Thanks for that idea of contacting them on Twitter—I will try that!

Thank you so much for the links! I did click to "Rewards Inquiries" and called the number (a different number from one I'd called earlier and which went to Cashback Mastercard rather than PayPal) and was assured the bonus rewards will show up in a statement a month or maybe two from now—all I can do now is have faith, lol
