Why I cannot pay the invoice?

I have an invoice of $1,600 to pay for.
I tried many times and failed.
Then I asked the seller to split it into 2 invoices so that the amount of each invoice is below $1,000.
I succeeded in paying 1 invoice.
But the second invoice (now only $800) cannot get through.
My account is verified and my card is verified also.
Is there any limit on sending?
I have tried googling the answers but I am not able to find any.

Paypal is 'country specific' so advice often depends on what country you are in. As you have not added your country to your community profile or said in your post then we can't help at the moment.

If you are using funds already in your paypal account balance then they need to be in the correct currency that the person can receive ie do they have USD as a receiving currency on their paypal account.
2.
If you are sending dollars and you are using funds in your paypal balance then have you marked that currency as primary for that transaction?

What option are you using to send, only paypal account holders in India cannot accept friends / family payments, they can only accept goods / services payments and will pay a fee to accept any money.

If you are funding it from a bank account or card then make sure you select the correct currency from the drop down box and then it will tell you before you click to pay how much will be deducted from that funding source in your own currency.

As you are paying by invoice (sorry read that a bit late) then yes they may have receiving limits or you may have sending limits, you would have to check your own paypal accounts to see how to raise those limits but paying the second invoice a few days later sometimes helps.
