Wrong refund

I cancelled a transaction in error and paypal has refunded the purchase price to the buyer. He acknowledges this but does not want to be charged fees for paying again. How do I go forwards ??

Buyers don't pay fees, but why not just send him a money request or invoice for him to pay thats easier than him going to send money > goods/services to pay.
IF the buyer did pay fees on the first payment then it meant that it was sent using the friends / family option, this is against paypal rules and can lead to both your accounts being limited so be careful.
Advice is voluntary.

Tell him, sorry but PayPal charges those fees (if conversion fees) not you. And that he is free to buy from someone else.
I can see a mile away this guy might to be problematic.
