Seller has not recieved my money?

I bought something off of shoppy.gg and sent the money through paypal. The seller is saying I have to "unlock" the money. What does he mean? The money has been taken off my card. Where is the money?!

No, in order for the seller to receive money sooner, they have to ship your order, provide tracking number to PayPal transaction details so PayPal system can verify delivery and release funds or they mark the order as shipped w/o tracking number if that is the case and when you receive your goods, you can "Confirm Receipt" to release the funds. If they do not ship after 7 days from date of payment, open a PayPal dispute to get your money back by clicking on the transaction, and clicking "Report a problem" to open an Item Not Received dispute. Seller will have to provide proof of delivery. Some sketchy sellers will try it on and supply a fake tracking number so be prepared to get in contact with your post office to get evidence that the number is fake, if the circumstances of your transaction/claim move in that direction of course.
