I returned a not working item, the seller received it, and Paypal didn't return my money

I bought an item from ebay and it was not working. I tried to contact the seller and he said - it is working. But it was not. He then stopped answering my questions and I opened a case. So Paypal sent me an address to send the item back. No name, no phone number, just an address. Sooo I tried to send it vie two shipping companies and they both explained that they can't send it without a receivers name. Sooo I managed to find a company and sent the items within the deadline. I received a tracking number and Paypal assured me, that they will give me the money as soon as the item is delivered or reached the address no matter if there is anyone to accept it. And the funny part is that the item was delivered on the 23-th of September and I see today that the case is closed in favor of the seller, because the info I gave was incomplete, but when I log in the tracking info - everything is perfect. One can easily see that the item was delivered. What are my options now?

Contact options for each countries Paypal customer services are accessed by clicking help/contact bottom left of Paypal pages.

1. Paypal phones when available (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, during business hours you may also be able to message whilst logged out.

4. Have you considered contacting Customer Service via Facebook or Twitter?
