I have been emailed saying I have paid google £11.99..When I have done no such thing. I have never been paying this and neither do I intend on. I have also never signed onto any sort of subscribtion that would maybe lead to this. Please can I get that money put back into my account and have my account protected from this happening to me again. Thank you.

Have you logged into your paypal account normally and NOT via any link in that email to check the payment has really gone through and the email was not a spoof?
Check in here as well.........
Click on the profile tab (icon next to log out) > Click on payments third option along on the thick blue band top of page > "manage pre-approved payments''.
If its NOT gone out of your account then read this..............
