If I am purchasing an item from someone on facebook marketplace, but paying them with paypal and they are sending me it via UPS (not facebook marketplace related) - if the item does not ship or arrive, are their protections in place? Or does this fall under "friends and family"

Yes. As long as you use the “Paying for an item or service” option when sending money.
Does PayPal cover my purchase if there's a problem? (Purchase Protection for buyers)
