Wrongfully given permanent limitation?

I am posting this here in hopes that someone from customer service at paypal sees this. I replied to an email they sent me saying "we need more information from you to lift your account limitations": this is what I wrote back as a reply to the email and of course, just got an auto response saying "go to the resolutions center" (in which - the limitation does not even show there is a open or closed case against my business): 

 

Dear people at Paypal - please help and reply to me. I have had my account restricted for no reason. I am a small business owner and by total coincidence, I had a purchase by a customer and then logged on to paypal and added a 2nd email address to my account. These two things occurred within 5 minutes of each other and I was immediately sent an email saying my account was restricted. I have spoken to someone at Paypal TWICE and have had no resolve of this, they were supposed to email me and escalate it with the resolutions department but neither of them actually emailed me.  
 
I have NO IDEA why a small business owner like me that just has a small online boutique - could possibly be a problem. I feel as if I have been completely overlooked by your company and your systems as MERELY A NUMBER. I can completely and totally prove that I am a verified and legitimate business and attached in my email response to your "request for more information" - my business license, Canada Revenue # and Certificate of Incorporation. 
Apparently, that "information" you are requesting was sent in a previous email. I HAVE NO PREVIOUS EMAIL.

Also please note that for me - when I log into my paypal account, there is NOWHERE that I can submit whatever information paypal is asking for. IT WILL NOT LET ME in the dispute section - because  the dispute reference number I was given on the phone with the first person I spoke to in July does not show up as a previous or current "dispute case"! It does NOT exist. 
 
This literally all happened 3 days after I opened my business. Please LOOK AT MY ACCOUNT... you will see I was using paypal for purchases for MONTHS before my store opened. Why on earth would I be permanently restricted after 2 customers used it to buy something and I just added a second email address (THIS email address) to my paypal?
 
Thank you for actually caring and responding this time. I really hope to hear from someone and that I dont have to catagorize paypal as just another huge tech corp that doesnt care about its users.
