Still can't receive my funds after 8+ days on hold

Hi!
I work remotely and get paid via paypal. This time they sent the payment at the 29th of August and until now i still haven't been able to receive it since it's still on hold. They also confirmed the receipt and everything but nothing has changed. In the previous months it'd only take 1 week max to transfer funds but this time is taking longer than usual? Also two days ago I got this message but i guess it's automatic :

"You have successfully updated shipment information. You’ll get your money within 1 day of delivery." I live in Albania, anyone knows how many days should i wait, or any advice how should i proceed?

With payments received for tangible goods Paypal would request valid tracking information confirming the item has been delivered to the buyer. As they can validate the tracking information online, once it is delivered they can release the funds. IF you have received the funds for a service / virtual or digital sale OR no tracking number is applicable Paypal would be unable to release the funds any sooner than 21 days.

If you mark the transaction as processed then the buyer may have the option on their account to mark the transaction as delivery/satisfied. If the buyer confirms this by clicking on the "Confirm Receipt" button, the funds may be released to you sooner ie 7 days after the buyer verifies receipt. This is not always available or guaranteed. 
If not then sadly its 21 days.
