I bought a phone from eBay germany and the seller told me that she can't add the paypal option through ebay so I sent her "friend to friend" on paypal leaving a note on the transaction on paypal that it was a transaction about a phone. This woman wasn't a good person and after one month she didn't send the phone then I told her to refund me and she did refund me but 3 euros less than the amount i should receive BUT she send me money through "paying for goods" and my money was on hold for soo long because paypal was telling me to add tracking number for something I wasn't even selling, then I went ahead and contacted eBay and they refunded me the whole amount all good and after some weeks from that time I was negative 12 euros on paypal and it states it as a "fee" and don't know why and i contacted paypal they said i should talk with ebay i talked with ebay they said i should talk with paypal so i am very frustrated don't know how to undo this fee that wasn't caused by me
