Debit cards are not available to transfer to

I linked two debit cards and successfully confirmed them but when i try to transfer money - they are not on the list.

What can be done about it?

Does the billing address of the card match the address on your paypal account?

Are the funds cleared and not pending and in the correct currency?

Yes, the address does match and money is clear, not pending and in the correct currency.

However i've linked new cards(those which i am speaking about) yesterday and changed address today(which is correct on both cards and match my profile's one).

So maybe it takes to time to process this information, idk.

I'm sorry to hear that the added cards are not listed as options for withdrawal. If you just changed the address, you're absolutely correct that it may take some time for the change to propagate for a positive match.
