concerned about giving out info

Hi. I wanted to add funds from my bank account, but I can't because it requires additional verification. First of all, there is no way that I will give out my personal information due to all the crazy internet things out there. I don't want to give out sensitive info due to security reasons. Although adding funds from a bank account takes 3-5 days, I prefer this method because I don't know any store that sells a Moneypak card. I'm steamed that this is happening! I never had any problems before this. -___-*
I want this fixed.

Hey guys, I definitely feel your pain. I just put 40$ on a money pak and want to simply add it to my paypal to get some cool shoes from ebay!. Sounds simple and used to be so, however, times have changed. Now, I type in my address on the verification page for stupid money pak which shouldn't even be needed because i've been verified, oh let's say 438937247 times now, and my actual, home, real house, address contains a "BOX" in it. Which stupid money pak recognizes as a general and "Unreal" mailbox and ask to put in a real address. Sorry this is my address and my real house and where I've received mail for the past 20 years. Called moneypak 5 times and they have been no help simply saying to use a real address without a box and I guess they don't understand overseas that an address can have the word BOX in it. Paypal has been trying to help but simply doesn't have control over it so, no hard feelings on them other than they need to find a new partner.  So guess my ebay , paypal, money days are limited because I hate waiting that 3 days to add money from my bank account. This really is not necessary. Have a great day and **bleep** off money pak,

As many of you may or may not know, over the past few months, a ton of PayPal users have been greeted with this new message when trying to send a PayPal payment or pay for something with PayPal (Such as off of eBay!):

"This payment cannot be completed and your account has not been charged. Please contact your merchant for more information.

We are not able to process your payment using your PayPal account at this time. Please return to the merchant's website and try using a different payment method (if available)."

Keep in mind I have a VERIFIED PayPal account with Verified Bank and Credit Card. I received this message when trying to send money AND when trying to pay for something off of eBay. YES, I have a valid Credit Card assigned to PayPal that I have used through PayPal by itself many times before. I had available funds in my PayPal balance as well, and was attempting to pay around 70% of the transaction with PayPal balance, and the rest on my credit card. I cannot send payments or pay for items to save my life, nothing I try works. I finally called PayPal...

I was told on the phone, after being sent to the THIRD person in their support department, that a new US Regular requires PayPal to VERIFY my Identity PRIOR to allowing me to send a Payment or pay for an Item. They wanted my SOCIAL SECURITY NUMBER and told me that my address did not match anything on public records. ALL OF THIS in order to spend MY MONEY to buy an Item or Send money to someone. Now, I have two items PENDING on eBay that I cannot pay for, which will leave me my first bad feedback, and PayPal decides after our phone call to take it one step further and LIMIT my account. What is going on over at PayPal? This is some VERY SHADY stuff. They have been telling people who call or e-mail about this error that it's being investigated, or they are working on it, but in reality, this is a BIG CHANGE (Requiring Proof Of Identity JUST to Send money or Make a Payment) and they don't know how to break the news to people without losing all credibility...

People, smarten up, call PayPal, tell them THIS IS RIDICULOUS and this secret is exposed now. We should not have to VERIFY our Identities in order to make a Purchase. PayPal is running random PUBLIC RECORDS checks on you before you even make a purchase to begin with. You are CONSTANTLY Under Investigation with PayPal.

I just dealt with this issue for the first time.  I have been a verified eBay user for over 10 years and I am unable to send someone money right now.  I was told to send a smaller amount, wait a few hours (already waited a day), or have the other person send me an invoice.  Never had I had to deal with this before!  I have for the first time ever decided to remove my funds from PayPal as soon as possible and move to other forms of online payments.

 

PayPal, I will return when you stop making it miserable for me to send someone money.  Your system used to be awesome, but it is now a complete disaster that needs fixing.

After doing business with paypal for ten years with no problems, they insist that I provide personal information including bank information  stating this is more secure.  For who?  They cannot tell you.  This is a mandate  by the government to track and tax all purchases through paypal.  There is no such thing as internet security.  Name me one entity, public or government which has never been compromised.

I can see that there's a lot of passion regarding this topic and we didn't want you to think we were not paying attention to your concerns.  We've created a post here that provides an answer as to why we are requesting what we're requesting.  I hope this helps alleviate some concerns and provide some answers.

 

And for those of you having the same issues with your MoneyPaks and verification, it's essentially the same things happening, just on the MoneyPak side of things.

Thing is, I went ahead and sent (via FAX) all the documentation that was requested, but was told "additional information" was needed.  What was this additional info?  The exact same things I'd sent.  So I sent it all again, and was again told "additional information" was needed.  Yet again, it was EXACTLY what I had just sent.  Neither time was there an explanation as to why this was happening, nor why what I'd sent was insufficient.  Also, the emails were worded in a way that came off fairly snotty.

 

If you've read all the posts on this matter, then you can understand why people's opinions of Paypal's customer service haven't been too great, right?  This was all (and continues to be) handled very poorly.

Thanks, they are giving me the same HEADACHE that I don't need. call me an ex-customer! I hate being treated like trash and begging them to take my money, right now I'm asking myself "what kind of idiot am I?"

It says the new regulations apply to users that " receive over $20,000 in gross payment volume AND over 200 separate payments in a calendar year".

 

I just order a couple hundred dollars a year on games and books. It's nowhere near a thousand, let alone twenty thousand, but my account is locked down.

 

My account is tied to my bank account which I had to give all that information to by federal law to open the account.

 

So why would Paypal require me ( and it sounds like a lot of others)  to provide this information if Paypal only needs this information from the over $20,000 group?

 

And yes, I'll probably drop paypal and ebay, and use my credit card on Amazon.  I have a credit card with a $500 limit tied to Amazon and they have one click buying if you set up an account so it's no hassel. I'm not sure how low you can set up a credit card but I figured I could survive the $500 if it got hacked but the one time someone got the number the credit card company stopped it and closed the account before they even called me and I got a new card in just three days, so now as I ramble on here, I'm thinking I have my solution already.

You are absolutely correct as far as the requirements for tax purposes.  But the regulations I'm referring to here have nothing to do with that. These are regulations to identify who's using PayPal, not for tax reporting purposes.  You could use your account for nothing but purchases and still need to go through the verification process.

 

But good catch! I'm sure if you found that link, there are probably many others thinking the same thing, so thanks for allowing me to clear that up. 🙂
