After exhausting the avenues of filing a buyer complaint and being stonewalled for weeks with bogus (AKA PFO) site errors such as:
"Internal Server Error"
"Sorry — your last action could not be completed"
I decided the customary call in and report the PFO bogus messages was in order.
We the trust science policy just keeps on giving,
the phone number PayPal gave me is a money generating one, it states in order to be connected to the a proper phone number press 1 and be billed $2.99
I expect to receive yet another random survey prompting me to give a good feedback on how we PayPal have just resolved your issue; whereas the true hidden message is "or else expect more deception ..."

Hi secular-humanis,
many places unfortunately charge fees for service calls. However, I have never been charged by PayPal for calling their customer service hotline and no where does it declare that such would occur. Could you please explain where you are getting this information from, are you getting a phone number from an email that PayPal supposedly sent you? Did you use PayPal's online Phone number referral?

I used the phone number provided by PayPal, I tried the number several times over an hour period.
I recorded the call.

there are many dirty tricks eBay and PayPal employ against customers that are not written down, that is the reality of trust "science" at work. Deception and punishment

the audio file in which you provided shows that your current phone service does not include long distance phone calls. This is NOT PayPal charging you for anything, but rather a phone service in your international location charging you to connect to a long distance phone number.

Having worked for a national telco, I can safely say you are incorrect.
PayPal even has stated in a twitter response the number is correct.

The number can be correct, but you have to remember PayPal's customer service is outsourced to different countries - not all are provided "free of charge" calls depending on the service provider you use and the international location.
Based off of google, you are the only one with this problem in which I've come across. I'm sure if PayPal was charging fees it would be a more common issue.
