Am I being scammed?

Is it normal for PayPal to which old a payment & ask the sender for more money to upgrade your account? The the sender is asking that I send the difference of the purchase back via Zelle. I literally just shipped a wedding dress that I am trying to sell and idk if ill receive the promised $850 for it smh.

No. Its a scam. PayPal does not charge a fee to upgrade a PayPal account from personal to a business account, if that's the upgrade they meant.

Why? Did they over pay? Even if they did, you can just issue a refund from the original payment transaction so that's sketchy.

If you do not see a record of payment in your account, you have no been paid. Even if the payment is subject to a hold, PayPal will still show the payment. PayPal don't hide payments asking for this, that, or the other in order to show your payment. Its very straight forward. Someone really pays, you see a record of payment no matter there's a hold or not.

Never ship anything until you see a record of payment in your PayPal account. Always check your account to corroborate a email payment notification.

If the dress hasn't been delivered yet, intercept the package, ASAP!

USPS has intercept service. Check with UPS or FedEx for such a service if you shipped with them.
