Can a buyer start a second case if they lose a first?

Hello, I have a eBay buyer who's trying his hardest to scam me out of the money. They have now started an unauthorised transaction case here on PayPal. I have uploaded the proof of posting and tracking details but I was wondering if they lose this unauthorised case can they open another one for a different reason? Say not received or not as described? Or is one case the limit? Thanks

They could appeal the decision or change the case to another reason or give up and go to their credit card to dispute.
