When I upgraded to business account every time I log in I have to put all the information about my business and myself and when I click submit I get this "Something went wrong. f47145116af2c" and nothing happens after that, I can't login to my account.

If you go to the 'Help & Contact' icon on the PayPal website. Then if you click the 'Contact Us' link at the bottom of the page. From here, if you click the 'Password and Account Access' option, then 'Login Problems'. On the next page, you will see a 'Call Us' option. You do not need to be logged in to use this feature.

Thanks for your response, actually when I checked one of my emails from PayPal there was one to complete my information and when I clicked on it and I entered my password, I logged in to my account. But when I tried to open my account from the PayPal website I got the same error which says "something went wrong", I don't know why or how this happened but I the only way to login is to use my email and click on "complete your information" button to open my account which is weird.

I am sorry to know about the trouble you're having while logging into your account. As per the information that you have shared, I understand that you want to upgrade your account. Generally, to upgrade your account, you will need to contact PayPal Customer Support as @kernowlass mentioned as this can't be completed from your end. It is possible that the issue might be due to the glitch or could be because you've requested to upgrade you account to Business. In this case, I would recommend you to submit the request  details and then try again to see if that works.
