There is no glitch on account 'types' you either have a personal account OR a business account.
You have a PERSONAL account.

There is no automatic way to downgrade a business account to a personal account, you have to contact customer services and they will do that for you.
Contact options for each countries Paypal customer services are accessed by clicking help/contact bottom left of Paypal pages.
1. Paypal phones (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, (during business hours you may also be able to message whilst logged out).
4. Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a private direct message via Social Media on Facebook, Twitter/X, or Instagram pages.
OR
You could just close your business account (removing all subscriptions / financial info etc first) and open a personal one.

@kernowlass Thanks if I close my business account I would be able to open personal?
Before i turned my account to business it was my personal.

I understand you want to change your PayPal account from a business account to a personal one. If you close your PayPal account, you can reopen a new account as a personal account. However, you would lose any history on your previous account. To ensure you don't lose any of your previous information, you'll want to reach out to Customer Support to request that your account be downgraded, as @kernowlass mentioned. 'Your account cannot be close, Accounts that are being reviewed cannot be closed.'

Thanks for responding back! I see you're looking to close your account. It looks like your account is under review and you cannot make changes to your account during the review. It usually takes 3-5 business days to complete the review. Once the review gets completed, you will be updated via email and you can close your account to open a new account. You can view the review details in the notifications tab or in the resolution center of your PayPal account. If the error persists after the completion of review, please contact the support team to get this checked further.
