Account hacked with cloned phone & used for $17,000 in fraudulent charges

AS A NON PROFIT NO KILL ANIMAL RESCUE EMPLOYEE I AM BEGGING FOR HELP, FRAUD CHARGE REFUND ADVICE, OR INSIGHT INTO OVERTURNING A CLOSED PAYPAL FRAUD CASE: We are a non-profit no kill animal rescue (HeartofRI.org) and we were victims of $17,000 in fraudulent charges that PayPal is holding us accountable for. We receive ZERO state or city funding and we hustle daily for every dollar we have and every life we save. This financial loss will mean the end of us and we will never be able to recover if we cannot figure something out in 10 days (that is the timeframe allowed by PayPal to dispute a closed claim).

This week after our Director's cell phone was cloned (we are saying "cloned" because that is what her cell phone provider explained had happened. She was instructed to purchase a new SIM card to keep the hackers from continuously being allowed access to her phone, which she did). The cloned phone was then used to access our PayPal account and make 2 jewelry purchases at Cartier and Tiffany's for $17,000. The scammer was smart enough to keep the shipping name for the purchases the name as a name associated with our PayPal account to avoid red flags. Items were expedited to that name at a residential address in Dallas, Georgia (we are located in Rhode Island). We immediately filed claims with our bank and PayPal to reverse the charges that are putting our PayPal account in the red for $17,000. After PayPal reviewed the case we filed for the fraudulent charges they dismissed our fraud claim. They had tracked the IP address associated with the 2 fraud charges and verified the same IP address had accessed our PayPal account (by our Director for business transactions for the rescue) 200x. The IP address is the same because her phone was cloned NOT because she used it to make those purchases. We have ZERO history of EVER charging more than roughly $1,000 at a time to the same transportation companies that transport our animals. We have ZERO history of using a business account for personal expenses. PLEASE HELP
