Because the shipping costs are included in the funds.  If I have no access to the funds cause of the hold, then I have no access to the money the buyer pays for shipping.

Unfortunately, tracking numbers have nothing to do with payment holds, and there is more to the funds not being released than  what you realize.  There are funds being held for various reasons, you have negative feedbacks, or

whatever, everyone has a fund release problem for some reason..  So, we know every scam artist in the world at some time may have been working on ebay, ahd we know paypal has their problems, never-thje-less, you must look out for your own BEST INTEREST.  Does it benefit you and your finances to have payments held?   iF THEY DEDUCT FROM MY BANK ACCOUNT A PAYMENT AND WON'T ALLOW ME TO USE IT FOR 6 DAYS, iT IS USING MY MONEY AND i  will do everything I can on the internet and elsewhere to avoid sites and companies usng my money.

There is less buying  in all markets , even ebay, except for  Walmart and they are truly a wonderful company that  pleases the customer in every circumstance , fair prices, refunds and without exception a pleasure to do business with.

When you confirm that the buyer has received the item wait 3 days then call paypal and they will release your money to you!

paypal has many gimmicks to hold funds, buyers   fu nds  are    on ly one of them.  WE NEVER USE PAYPAL ON OTHER SITES EVEN THOUGH THEY HAVE IT.  Our Wells Fargo bank account since 1978,their courtesy and way of doing business is MOST satisfactory and why wuld we want to change?   AND WE DONT WANT A PAYPAL CREDIT OR DEBIT CARD!!!!   WE ARE VERY HAPPY WITH WELLS FARGO SERVICES.

So, when paypal holds funds from a seller  for 6 more days after it clears my bank account   (CALLED THE BANK AND ASKED WHEN IT CLEARED)  That is not a very cordial way to treat a seller, huh?I cancelled the sale when it didn't arrive  in 2  weeks and  that added more insult  to the seller.       Hopeful,   the seller was angry and will respond accordingly to the ebay punishment to her.

The internet is increasingly adding new sites for buying and I found another one today and am happy for the problem with paypal as it forces us to look around and make changes to our habits.   In fact,    I am grateful now,  because I have found a new website I spt t 3 hours shopping on with good prices and superior merchandise.

Some of us didn't know these places even existed.

From now on, all my buyers will need to wait three weeks until I actually get payment before anything will be shipped.  I couldn't care less about the bad feeback: I NEED the money first to pay for the shipping.  Why doesn't PayPal get their heads out of their duffs and realize this?!

I have done the three day wait and they did indeed release the funds.  The issue for all of us is that when an item is sold we can't get to our money,  until Papal are good and ready to release it to us. 

Senario:

So on day one the item is sold and paid for right away.  Using USPS regular mail. Cost 28.00 to ship.  Out of pocket  28.00's because the shipping cost is also on hold. Takes five days to deliver and confirm, and another three days then call them to release funds.  Is eight days and initially out of pocket 28.00 to have access to our own money acceptable anywhere by anyone or business?  Not at all and if that was the policy from the get go no one in their right minds would agree to it and E-bay would not have grown to what it used to be before all this. 

It's like whimpy Popeye's friend. " I will gladly pay you Tuesday for a hamburger today." 

Papal is more like this: "I will gladly release the hold on your funds in 21 days from now,  for a item you sold today at Ebay."
