I lodged a dispute for item that is significantly different, it's a wig, I purchased through Instagram, the seller promoted as a genuine human hair, using somebody else advertisement which made  the item appears made in USA. But the reality the item is fake synthetic hair came from china where, I had difficulty communicate with the seller who did not speak much of English. I asked for refund but seller wants me to return the item at my own cost giving the reason the cost of shipping  was more expensive than the the product. but on the instagram the shipping cost was charged 12% of the product cost. but Seller only agreed to refund 30% of my money not for 80% I asked for.  I refused to pay return postage as I didn’t want to pay extra expenses for the mistake seller made and the item cannot be worn- fake synthetic plastic doll hair.   At the end PayPal deny my request and did not give me option to escalate my claim to appeal their decision. during the dispute, paypal ask me to submit more evidence, but did not give me any option to submit more evidence apart from an option to upload the tracking number as a prove the item has been send it back to seller. So I lost money over a fake product that end up in a bin. Wondering where is PayPal policy of protecting a fraudulent activity? despite my long history of using paypal as a buyer, I dont receive paypal buyer protection as promised. it also say that dispute can be appeal within 10 days from being closed, in my case there is no option to appeal and my dispute has disappeared after it is being closed. I email and contact paypal about appeal my dispute I kept getting virtual agent answering me with copy and paste information no human understanding as promised. any suggestion? or you think paypal is not the same as it used to be  and I need to let go of losing AUD$70 over a fraudulent seller.

Paypal buyer protection can never be a 100% coverall, so in the event of a dispute you need to bear in mind possible return trackable costs before you buy from that seller / item / country.

Paypal state this >>
PayPal is not obliged to reimburse you for any costs that you incur to comply with any of PayPal’s requests for cooperation for the purpose of resolving the problem (including, without limitation, costs that you incur to return a SNAD item to the Payment Recipient or another party as PayPal requests), although sometimes it may reimburse these costs.

Although they will compensate you for some of the cost if you have activated this at some point before you made that transaction .....if available in your country.

You also have the option to do a chargeback via your card issuer instead of a Paypal dispute if you funded your Paypal payment via a credit card.

I have had almost identical problem .Shoddy merchandise only would fit a doll. Chinese company did not want it back but Paypal terms required it to be returned with tracking. This cost extra £13.50 via Royal Mail and I followed it until it cleared Chinese customs but after that it was in chinese that I could not read. The decision was that the seller said it had been delivered. Well I KNOW THAT but it was sent back because it was Not fit for purpose.

I purchased a vacuum cleaner using PayPal credit, it was described as easily manoeuvred  and lightweight  when the vacuum cleaner arrived it was much too heavy for me(I have a disability) and I immediately made arrangements to return it.

Despite having evidence of postage and evidence from the courier that it was delivered to the seller,the seller states that they haven’t received it.

I therefore opened up a case with PayPal, but the only category available to me under Buyers Protection is “not as described “.

I submitted all my evidence to PayPal but they have filed against me, stating I don’t qualify for the “not as described “ criteria and therefore do not qualify for buyers protection.

They have not given me an option to appeal their decision, though I have messaged and asked them, but most organisations automatically offer an appeals system.So not very accountable.

I guess the next step is the financial ombudsman, but this can only be pursued once there is a deadlock, so I need to hear from PayPal whether they have an appeal system or are we at deadlock.

I have been with PayPal for many years and even have a PayPal credit account,and over the years have found them supportive.I don’t know if it’s because the UK are  now out of the EU,but something has definitely changed.I certainly don’t feel protected by them anymore and in future will pay by credit card,  where I know I will be protected  from rouge sellers, also Close my PayPal credit account with them .Goodbye PayPal

Paypal allowed Eugene Dominguez to rob me of $550.  I bid $1 at ludomi_31 and got billed $550. for a regular 1776-1976 quarter. Paypal will not help
