Paypal had denied my claim for a scam transaction. I made a purchase from a website last month, never received the item and there was no tracking info at that time. I filed a claim with Paypal and got a response saying that the seller was able to provide them with a (fake) tracking number. The reason they denied it is because the seller provided a UPS tracking number showing it was delivered to a "front desk" in my city (not my actual address). I filed a claim with UPS and they researched the tracking number. UPS was unable to locate the package and could not verify it was delivered. Beware!!! Paypal is not on your side!! Never using Paypal again!! I do not trust them. If they would have looked at the UPS tracking number, they would have seen that the item was never delivered to my address. These scammers are getting away with stealing people's money using Paypal and Paypal does not care!!!

Have to be persistent and call to speak with a dispute specialist who will listen and review your case. File police report, file a report with ic3.gov too:
Click HELP at the top menu, scroll down to click CONTACT US, and then scroll down to click CALL US.
Call early, during business hours, west coast time to try to get a US rep.
Say "Live Agent" to the automated recording.
If you do get a rep that you aren't comfortable talking with, or can’t assist, hang up and call again.

I also had same problem. I managed to get details on the shipper and delivery address of the scam tracking number provided to paypal, and got a FTP document available for download from UPS that provided the shipment delivery address (I needed to contact the shipper associated with the tracking number and they provided me with the delivery information).
None of this mattered to Paypal, my claim was denied three times - each time with bogus reasons. The first time, the agent said they made a mistake and they re-opened my claim. The second time they said they needed more official documentation (I initially forward an email from UPS that told me the shipper and explained the delivery address was different than my address), the third time I provided the actual delivery address with download link fvia the UPS FTP download. I also explain my class in a letter with supporting documents. Paypal has no interest in fairly evaluating my case, and I will never use Paypal again. My credit card company is more sympathetic and I am filing a claim there. I will also look into other options, including a class action lawsuit. It would help to know the size of the problem.

Exactly the same thing happened to me for a silicone mask from a link on Facebook .The one and only reason i purchased from said web page was because it was paypal endorsed .No longer seems like a safe thing to do

It happened to me as I contacted PayPal for a product I purchased. The seller never sent me the tracking number but they provided one to Paypal which I still did not get and they refused my claim. I even asked them to verify the shipping address to the tracking but I got nothing.

I have decided NEVER to buy anything from places like Facebook / China direct because of this .Paypal have let a lot of people down simply through being LAZY
