Subway took my money, PayPal denied dispute.

I made a subway online order for $8.69 using PayPal at 12:16 PM.
At 12:16 PM I got a PayPal email saying "Receipt for Your Payment to Subway".
I was at the restaurant at 12:35 PM, the two women working did not have my order at all, it was not in their system, so I waited in line and bought another sandwich with my card. While I was waiting in line (12:43 PM) I filed a PayPal dispute on the subway order.
PayPal denied my dispute, and I was given no information why, and I never saw subways response. What can I do?

PayPal said they were reviewing the information Subway gave them at 12:53 PM
I got a Subway Email confirmation for my sandwich at 1:21 PM, telling me to pick the sandwich up at 12:35 PM (Which is when I was there, and also it's impossible to go back in time from 1:21 PM to 12:35 PM)
I'm completely confused why I got denied, and what I can do now besides asking for subway manager at the location and demanding my money back.
