I want to dispute a PayPal decision 

the site says there is an appeal link but there is not that option

You may have to contact customer service via chat. Click contact us at bottom of page, then message center to start a chat session, answer the chat bot so that you get a live agent (using nonstandard responses to bot questions may help) and then explain what you want to do.

The message center will never answer you back. I have sent them numerous messages about their decision. Basically they are going to side with a company, that I now have proof is a scam. Paypal is useless.
