Hi. In short, I Made a payment for services and seller did not fulfil his words and did not provide the services he agreed to. I escalated the issue and he has responded but I am sure he will lie. He has tried for the whole day to get me to cancel dispute and he will return my money but I refuse as I prefer to use PayPal as middle man to solve this issue. I have all chats and messages and he clearly indicated he did not fulfil his services. He also admitted to everything on chat. How can I upload these to paypal to support my dispute?

Paypal does not read chats or messages that come from outside of their site.
They only read information on any auction or on the payment method or messages sent between the 2 parties in the dispute part of the claim.

Hi. Thanks. So this means even though I have solid proof of the seller cheating me, PayPal won't accept it?

All I can tell you is what they accept and what they do not accept in the event of a dispute.
If you want more info read this thread and the moderators response on it.
Kernowlass is correct. Chat records, screenshots etc. are not taking into consideration when reviewing claims. Please review the Seller Protection Policy for information on the documentation accepted.
