Dispute was denied

I placed an order with an online vendor for a pool basketball hoop and a couple balls. The order was processed and a tracking number provided. When the package did not arrive, I investigated the tracking number and found that it was for a USPS Parcel Select Lightweight, which is under 1 lb. There is no way this product is under 1 lb. I disputed the transaction right away and explained the fraud involved with the shipping / tracking number provided. I eventually received a denial of my claim because PayPal stated "a valid tracking number was provided by the seller". 

 

Since receiving this denial, I have attempted, unsuccessfully, to find anyway to communicate with PayPal to see what my options are. They have no phone number, no email to contact and their customer service "chat" is automated. Can anyone advise if there is a way to take this dispute further or am I out of luck. Thank you.

I have the same problem, I been trying to reach PayPal and the merchant with no success, I'm sick and tired of disputing and the results are always in favor of the merchant no one wants to lose money. I guess we need to stop purchasing from unknowing companies and stop using PayPal if they are not going to be responsible for the merchant they should do extensive research and have lots of requirements for those businesses that use they services maybe then they will stop taking hard working people money with out delivering the product purchased and think that is ok. 😠 😠 😠

APPEAL

To submit an appeal on the dispute that was closed, PayPal asks that you obtain a detailed report from the shipper/courier (on their letterhead or some other form of official stationary) that includes the address the seller gave them for the shipment or that includes a statement mentioning your address and saying the item was delivered to a different address.
When you have that, contact PayPal via phone (log on to your account and click Contact at the bottom of the page, however that may not be an option at the moment due to covid), or via Facebook (send a Private Message to PayPal) or via Twitter (send a Direct Message to @AskPayPal) and say you want to appeal the denial of the dispute based on the shipper saying the item was delivered to a different address. Once it's submitted (you will be provided with directions on how to do that), the dispute will be reviewed further and a determination will be made.

You also have the option to contact your card issuer if you funded your paypal payment that way and see if they will do a chargeback for you.
