Can't escalate a dispute

So I've filed a dispute over a scam (see here for the details), but the site isn't letting me. I've gone to the relevant page, but the option to escalate doesn't show up at the bottom like it's supposed to. I tried this on multiple different browsers, but it never worked. I tried calling PayPal directly to speak to an agent, but all I got was an automated reply saying they were "unable to escalate my dispute at this time". What's going on? Is there any way I can escalate my dispute to a claim?
