You link your debit or credit card by authorising PayPal to charge it a small fee.

After two to three working days, you should be able to see the charge on your online card statement. Alternatively you can wait for your next paper statement. You will find the four-digit PayPal code, next to or near the £1 charge on your statement. In the item description, the code will be printed between the words 'PAYPAL' and 'CODE'. (e.g.: PAYPAL* 1234 CODE).

I am sorry to hear about this experience 😕 It sounds like the message is probably not accurate in this case. If you cannot complete a payment after confirming your card this could be just a temporary thing. The best thing is to give it a try a bit later.
