If you funded the original paypal payment to the seller with a debit or credit card then it won't go back to your paypal balance.
Once marked as completed it will automatically go back to your bank account or credit card but takes up to a week to process through to the bank and a bit longer for a c.c (paypal say allow 30 days but I have never waited longer than a week for mine).
Advice is voluntary.
Kudos / Solution appreciated.

You don't have to do anything, you should receive refund within 30 days in your Visa debit card (not PayPal balance) so the refund may not show up right away on your card account. It takes time.
Just make sure you can see documentation in your PayPal account for the refund linked to your original purchase payment to be absolutely sure a refund has been processed.
I never heard of having to accept a cancel order request before. Sellers mark an order cancelled. Buyers just usually just ask a seller to cancel an order, that's all.
Kudos & Solved are greatly appreciated. 🙂

Same here. Received a refund via EBay today but I don't understand how cash can be refunded to my Visa debit card and not my bank account as my D.C. is linked to my bank account. Will it automatically be refunded to my bank account & if so, how long does it usually take to clear?

What the seller is asking you to do is help him get his fee back from Ebay.so called FVF,final value fee.
He refunded your payment in full,so the sale did not take place, and EBAY SHOULD not keep its fee.
He should go to Ebay and send you a request to agree to cancel the transaction, you should mark agree and then Ebay will refund the fee to him.
See if he has sent you such request,if not, then it is his loss, not yours
