I closed a disbute because i was told buy the seller that i was going to get a refund. Can i reopen the dipute or not?

Nope, you should NEVER close a dispute until you have your item or refund.
When the seller refunded it would have closed the dispute automatically so there was no need for you to close it first.
If you funded your paypal payment via a card then contact your card issuer and see if they will chargeback for you.
Advice is voluntary.

It's a fairly common ploy for a seller to ask a buyer to close a dispute with the promise of a refund. The ploy is so the seller no longer has to provide a refund.

Did you pay by credit card, file a dispute with them so the seller can get a taste of the chargeback fee.
