I recently received a notification that my account has reached a threashold, here is the message :
"You have reached a usage threshold that requires us to confirm your identity as account owner. PayPal needs to do this to comply with regulatory requirements. To prevent any account limitations, please confirm your identity at dashboard"
I submitted all the required documents (phone bill and scanned driving liscense) to Paypal immediately and Paypal asked me to wait for a couple days for them to review the documents: "
Thank you for providing the required information.
We’ll get back to you within 2-3 business days.”
However, I still keep receiving message from Paypal which required me to submit the documents whenere I made a transaction. The issue is that when I follow the link, Paypal said that I have submitted all the documents and told me to wait. I am really confused.
Recently, Paypal limits my account and send me a message to ask me submit documents. I follow the instructions and the result is the same : Paypal website doesn't allow me to upload anythings, it said this :" Thank you for providing the required information. We’ll get back to you within 2-3 business days.”
I am wondering what is really going on with Paypal, what are they thinking ?
Can somebody help me on this ? I am having 4K balance in my account and I really need that money to pay my bank debt. This is my income for several weeks working as an online freelancer.

I have resolved this problem, this is final sharing for this topic
Sorry, your messages are not helpful
I submitted downgraded request from Business -> Premier, then I called Paypal to ask to apply this request for me, After account is downgraded to Premier, then Paypal require verification Passport and Ulitity bill again, i did uploaded Passport+Utility bill, wait 03 days without response although my document are valid and right. it makes me not happy about Payal words in the message center about clearing for max 03 days. Then i called them again and ask to remove limit because my documents are tru, valid and legal. Then Payapl removed limit on my account, then my Premier is fine now and i can withdraw money to the bank.
After i withdraw all money, i will delete this account, i can open another account for another business name, i am scared with Paypal for "MAD MAD LIMIT"
I need Paypal because almost people use it. And it fixes almost business in the world. But sometime we get trouble with it. If your account often get money you should not put much money in it, try to move to another one as soon as possible to avoid limit in the beautiful days...and you have to have another backup account
I hope my sharing is helpful for you and your money is yours because you have it legal, not Paypal
Regards

You can't use certain features until paypal un-limit your account.
You sometimes have to wait a few weeks.
Why not call them for an update.
Advice is voluntary.
Kudos / Solution appreciated.

Ha!
Paypal is the most unorthodox financial company by FAR I have ever dealt with. I cant believe how unprofessionally they conduct their business. Pay Pal is a 3rd world mentality put onto us, are you some 3rd world ignorant fool? PayPal is a joke

To ALL of the 'REST OF US's', you may feel smug and safe but what PayPal is doing is random and can happen to you at anytime for any reason.I am a 8+ year Ebay who bus and sells, and always paid my fees's to PayPal(heaven knows why, as their pages they will refer you to have incuffient information, customer services- fight your way threw an automative system and if you are lucky to get onto a human, they are reluctant to answer any questions you may have!) with 100% feedback, who yesterday.
I do not think that the' rest 'of you fully understand that a limited account can be made limited for 180 days with no access to payments and receipts of money.Even over turning the limitation can be hard work and time consuming due to the sheer numbers of account holders involved, and the lack of staff in customer service department.
I truely hope that it doesn't happen to,but suggest that you go onto google or similar, and tip in'can paypal limit my account', and see first hand the amount of forums on this issue and the amount of people complaining. We CAN'T be all wrong, can we??

Did Ebay or Paypal limit your account?
And the reason they give is -you filed too many claims?
You said they are all legitimate claims-item not as decribed and items not received?
Paypal and Ebay are private companies, they can choose whom they want to do business with, like the insurance companies,if you file too many claims, you are considered high risk and they decide they dont want your business.
I know there is a lady in MEXICO ,she lives in a rural area of Mexico and she will buy cheap trinklets on Ebay and often they are stolen or missing,so she filed claims per buyer protection.
Since these are cheap trinklets which cost a few dollars,Ebay sellers will ship first class with no tracking,so sellers lose when she file item not received.
Eventually,Ebay removed her buying privilege on Ebay as she is a hazard to the Ebay seller community, but she can still sell if she chooses to.
( If you own a car and got into too many accidents, auto insurane company could cancel your policy,if you own a home and filed 2 claims, you will be told one more claim.they will not renew your policy,)
they are private companies in the business to make money, not lose money, too many claims is just plain bad news).
Same with the private package insurers like U-PIC,too many claims and they can refuse to do business with you.

if you file too many claims because the item is not as described or missing, whoever pays for your loss could deem you as a person with poor judgment, choose carefully whom you buy from and what you buy, read their feedback, shipping ,delivery methods and estimates, read the item description and examine the pictures posted, all these are helpful in making decision to buy .
dont just go by the price, you get what you pay for.
