I recently received a notification that my account has reached a threashold, here is the message :
"You have reached a usage threshold that requires us to confirm your identity as account owner. PayPal needs to do this to comply with regulatory requirements. To prevent any account limitations, please confirm your identity at dashboard"
I submitted all the required documents (phone bill and scanned driving liscense) to Paypal immediately and Paypal asked me to wait for a couple days for them to review the documents: "
Thank you for providing the required information.
We’ll get back to you within 2-3 business days.”
However, I still keep receiving message from Paypal which required me to submit the documents whenere I made a transaction. The issue is that when I follow the link, Paypal said that I have submitted all the documents and told me to wait. I am really confused.
Recently, Paypal limits my account and send me a message to ask me submit documents. I follow the instructions and the result is the same : Paypal website doesn't allow me to upload anythings, it said this :" Thank you for providing the required information.We’ll get back to you within 2-3 business days.”
I am wondering what is really going on with Paypal, what are they thinking ?
Can somebody help me on this ? I am having 4K balance in my account and I really need that money to pay my bank debt. This is my income for several weeks working as an online freelancer.

You may have to write Paypal Singapore,or just wait till they completed the verification with different Vietnamese agencies.
I dont think Paypal is for you,find another way to accept payment.
I am in USA,I just went to see my Vietnamese dentist for checkup and then I went to Vietbanese mall to pick up some watches repaired by a Vietnamese guy,I see offices where it said it will send money to Vietnam.

It is not correct if Paypal takes too long time for verification without update about its status, while the business is going on, and there is no way to clear the money, it makes me confused about limit without instructions until we do real send/withdraw action at final step.
Paypal team can help me for other members to proceed this problem? i have full proof about the legal of my account, Paypal hold money without communitation that making customers dangerous in the money-loss risk
does Paypal work in that way with customers?
anyone has this problem, please share with me here

I doubt Paypal does a lot of business in Vietnam and I doubt if your country agencies are up to speed in dealing with verification and I doubt if Paypal knows which agencies does what?
Since you cannot access the fund in your account,you can ask your customer to file a dispute and Paypal will take the money from y ou and return t o them,and then you can ask your customer to make payment outside Paypal,like wiretransfer or Skrill or whatever,I dont know if other payment processors have any restrictions.
Or go to a Vietnamese store if he lives in a city with large Vietnamese population and ask them to send money to you?

It is not suitable for wire transfer because business is global, customer can only make almost Paypal / credit card. Wire Transfer is not supported to send international in almost country.
Paypal is almost user, Paypal use Singapore agency to support Vietnam customers. Paypal has no office in Vietnam and no agency there.
If they support Vietnam Paypal account, then they must friendly resolve problem with customer rather than obscure limitation. They put customer in Risk and customer can not send complain directly, except sending the Sinagpore count to get help.
Hope Paypal to see their problem, and work seriously with customers.
I am waiting their verification in some days before going further action...

Your idea is great. Thank you for your advice. I still have some money that can't be refunded because it came from a freelancer website (Upwork). Anyway, I will try to get as much as possible.
On searching over the internet, I am pretty sure that our money will be held for at least 3 months. Sorry to say that Paypal is a business terminator.

Indeed, there is another way to withdraw our money soon, i see another experience paypal user for this case, he asks Paypal downgrade Business type to Primier type by the policy, then ask Paypal to do this action and this can be completed within 2 business days
I have not tried yet this way, but it should work for us. we can not wait upto 90 days, it is long time because we need money for many things in moment in life.

if a person has a personal account,there could be a limit on how much you can received and if he is accepting payments for goods and services,Paypal would ask him to upgrade.
Personal account is not meant for business,just personal,thats my understanding.

Yes i thought that but you are allowed to sell on a personal account and you do have seller protection.
BUT i think after a while they only allow you to accept xxx amount of card funded payments and after that amount then they ask you to upgrade.
Advice is voluntary.

there was a time personal account cannot accept credit card payments because Paypal has to pay a fee.
But later they amended that,personal account can accept credit card payments and Paypal will charge a fee.
you should read about personal account vs business/premier account,it may shed some light why Paypal limit your account.

I submitted downgraded request from Business -> Premier, then I called Paypal to ask to apply this request for me, After account is downgraded to Premier, then Paypal require verification Passport and Ulitity bill again, i did uploaded Passport+Utility bill, wait 03 days without response although my document are valid and right. it makes me not happy about Payal words in the message center about clearing for max 03 days. Then i called them again and ask to remove limit because my documents are tru, valid and legal. Then Payapl removed limit on my account, then my Premier is fine now and i can withdraw money to the bank.
After i withdraw all money, i will delete this account, i can open another account for another business name, i am scared with Paypal for "MAD MAD LIMIT"
I need Paypal because almost people use it. And it fixes almost business in the world. But sometime we get trouble with it. If your account often get money you should not put much money in it, try to move to another one as soon as possible to avoid limit in the beautiful days...and you have to have another backup account
