I have no choice now but to report this matter to my local police station tomorrow.
I sold a video game on ebay which was a Xbox One digital download game, after the person bought it I thought that was the end of it. Then on the 17th of January they demanded to there card issuer that they did not receive there goods (I have evidence that they did get the goods) so, a dispute was opened. I contacted the buyer through eBay, to my shock the buyer claimed that they were hacked into on eBay and Paypal and they had no idea that is was going on. So, I sent copies of the chats to this "real buyer" to Paypal as I had strong evidence that I would get to win my case, but OH NO, I just signed in to find that a reverse settlement chargeback has taken place.
I am more than angry now that this has happened and I am pretty sure that the police will want to know what is going on.
I will also go to my local newspaper company, The Sun newspaper and see if this story is worth there interest as I presume this has happened to more people and has gone un-noticed.

It is allowed to sell digital copies, they are copies, as in, a digital game fully licensed by Microsoft, only difference is - is that it comes in the shape of a code, not a plastic box.
Therefore this game is not in any way classed as: intangibles and services.
Simply put, I got conned on eBay, Paypal did nothing to help, it took 5 days to upload evidence 3 times over as I could not post pictures in the revolution centre so I had to send them by the chargeback e-mail address.
Then I sign in earlier and see this:

So, all of £61 was recovered, not £45 as that is how much the game cost:

They could have been hacked. But person you talked to might be real but the payment info/account may be stolen. Do you still have access to the game? Or are you locked out?

PayPal has no seller protection for digital items; you sell them at your own risk.
It's clearly written the polciies.
As you've learned PayPal is not a good payment service when you sell digital goods.

If it was an unauthorised or chargeback dispute then if that persons account was hijacked then of course they have to have their money back.
BUT you would be reimbursed by paypal if you met ALL the requirements of seller protection.
Unfortunately there is no seller protection for digital / virtual items, you can sell them but at your own risk as per the user agreement you agreed to when you opened your paypal account.
Advice is voluntary.

Sure it happens to a lot of people but they can avoid it if they only the read the seller protection policies where it CLEARLY says, intangibles and services are not covered. And are you even allowed to sell the download game?

As its CLEARLY STATED in paypal rules that you are NOT covered by seller protection then any newspaper will laugh you out of the door.

You need to read PAYPAL seller protection,digital goods,virtual goods,real estate,auto,customs goods are not covered.
There is seller protection for unauthorised transaction if the item is eligible for protection and you have proof you have shipped the item,(does not have to be delivered).
Unfortunatly,digital goods are not eligible.
