As for the dispute you will need to provide evidence to PayPal that your details were complete and correct. You will need to provide this information in clear sentence form and concise sentences. Your information must be organized well.
As you are inexperienced with this I don't think it will end well. I suspect that details were not clear.
If there was no formal dispute you do have an option to settle. You could offer a partial refund.
Just be aware that the buyer may file a dispute of item not received. Then you lose immediately as you have no online tracking to show delivery. Since there is no online delivery, the buyer would have nothing to return, and you would be forced to give a refund.

Like DC said,there is no proof of delivery,so just ask her to return the item,refund and relist.
she knows where you live or you can go and pick up yourself,you are in a bad situation,no proof of delivery.

Agree, return for full refund is your best option.
I suggest you do it as quickly as possible before the buyer has a chance to get angry and look for a better deal.
Any other option will cost you money and maybe even the scooter.

Not much you can do.
If a dispute was not yet filed, then you can negotiate a partial refund. You could also try to get the scotter back and then give a full refund.
It my end up being an expensive lesson learned to not use PayPal for local pickup.

I think on Ebay,you have to offer both Paypal and cash for local pick up,you should find out when you list the item.
Anyway,she now paid with Paypal,pick up the scooter and does not like it.
so ask her to return the item in same condition as you sold her ,then refund her via Paypal.
she knows where you live,so she would come by.

A local sale gone very bad.
No voluntary refund without return. Buyer returns scooter and you can process the refund while the buyer is present so the buyer knows the refund takes place.
It seems that the buyer knows the process to get a refund without return. If eBay fails, then buyer can file for non-receipt and win.
It seems like you are now in a no-win situation.
